Titling her seventh State of the Province Address (SOPA) “Antiqueño’s Plea: UNITY”, Antique governor, Salvacion Z. Perez admitted: “I still live up to my dream of a “Renewed Antique: A Renewed Antiqueño.” Explaining that her unification with Vice Governor Rhodora Cadiao made possible the pursuit of her initiated projects which snagged implementation due to political resentments and obstructions. Earlier, Vice Gov. Cadiao, Cong. Exequiel B. Javier’s party mate, expressed willingness, in fact, brokered for her boss and Perez reconciliation. Subsequently, breaking ties with Javier, she sided with Perez, citing among other reasons, that she is tired of politics of obstruction and bickering. At the Nov. 27 session, Perez spoke before the most favourable atmosphere of her SOPA appearances at the Sanguniang Panlalawigan. The less than two-hour report was attended by mayors, vice-mayors, barangay captains and other local officials, heads of the national and provincial agencies, NGOs, members of media among the many. Gov. Perez vowed to work the remaining two years of her term such as the completion of Pres. Diosdado Macapagal Bridge (Solong Bridge); Pandan-Libertad Road; and Tiolas-Hamtic Road; San Remigio-Leon Road. The governor also vowed to complete on-going major projects such as rehabilitation of Culasi Port; Crisis Center for Women and Children; hydro power projects in Bugasong and Laua-an; construction of Hurao-Hurao Cove Resort; construction of Aninipay Village-housing project for employees; her giving of full support to the construction of Gaisano Mall; computerization of Provincial Assessor’s and Treasurer’s Offices, among others. On top of these, Perez vowed to solve the controversial provincial hospital woes through a one shot expansion: “ What good is the Gaisano Mall, Mang Inasal, Jollibee, Chow King and other infrastructures if we have a dilapidated hospital and our people are forced to go to Iloilo or Aklan?.. Indeed, sickness has no political color because it hits all of us. We are given a chance to build a new and modern hospital — let us seize the opportunity!” She appealed to fellow officials. In conclusion, she appealed to the SP to pass the following laws: Environment Code; Tourism Code; Tax Amnesty to be implemented in 2009. Accompanied by Power Point presentation, Perez spelled out her administration’s state of performance starting with the 2003 emancipation from the infamous Club 20 as the poorest province to second class province. Now with an average annual income of Php442.40m, the Department of Finance authorized a net debt service ceiling certification of P70.47m, meaning, it has the capacity to pay a loan amortization up to this amount. Based on 2007 Local Government Performance Management System (LGPMS) of DILG, Antique has high over-all state of governance of 4.34 rating. “This shows that our Province has undertaken more developmental strategies and enhanced its internal and external capacities to perform above bench mark for the five (5) performance areas: Governance, Administration, Social Services, Economic Development and Environmental Management.
