Pandan is one of the municipalities of the Province of Antique. It is bounded on the north by the Municipality of Libertad; on the east and northeast by the Province of Aklan; on the south by the municipality if Sebaste; and on the west by Cuyo East Pass. It has a total land are of 14,628 hectares and a total of population of 24,978 as of 1995. It is located in the north of the Province, 124 kilometers from San Jose de Buenavista, the capital town of Antique and 55 kilometers from Kalibo, the capital town of Aklan. It is located 30 kilometers from Catiklan, the jump-off point to Boracay Island. A total of thirty-four (34) barangays comprise the municipality of Pandan. Fifteen (15) are along the coasts, twelve (12) are inland and seven (7) are upland barangays. The municipality boasts of its Bugang-Malumpati River, which was adjudged for three consecutive years as ranking first among the Cleanest Inland Bodies of Water in the region and became the region’s entry to the national search. The river is supported by several springs, one of which is the major source of the municipality’s water supply. Moreover, the same river serves as the municipality’s tourist resort whose cool and fresh water provides a soothing and relaxing sensation to many local excursionist and tourists. To protect the watershed in 1996, the Sangguniang Bayan through a resolution requested then Senator Heherzon Alvarez to declare the immediate environs of the Bugang-Malumpati River as a natural park. However, the said request was sent back for review. In 1997, the Philippine Endemic Species Conservation Project (PESCP) discovered the last significant tracts of virgin low-elevation dipterocarp forest in the West Visayas, including the presence of the valuable and endangered wildlife species in the Pandan-Buruanga (Northwest Panay) peninsula. This then urged the Department of Environment and Natural Resources (DENR) and the Local Government Units (LGUs) of Pandan, Libertad, Buruanga, Nabas and Malay to propose for the inclusion of the peninsula as a component of the National Integrated Protected Area System (NIPAS). Pandan is also bestowed with rich marine fishery resources. Its bay is part of a bigger coastal area, which is jointly managed by the Libertad-Pandan-Sebaste-Culasi (LIPASECU) Coastal Resource Management Council. Three marine sanctuaries has been established in the bay which were found effective in restoring and regenerating the dwindling fishery and other marine resources of the municipality. In the recent underwater survey conducted by the Hayuma Foundation, it was found out that Mag-aba and Patria are excellent sites for underwater snorkeling and diving. In 1999, the municipality of Pandan was selected as one of the pilot sites for the project Partners Alliances for the GOLD expansion and Replication (PAGER) of the Gerry Roxas Foundation (GRF) in partnership with the Philippine Business for Social Progress (PBSP). The project is supported by the United States Agency for International Development (USAI). As such, the municipal government together with the NGOs, POs and the private sectors in Pandan has been a recipient of several trainings, conferences and workshops which aimed to enhance organizational development as well as strengthen civil society’s participation in local governance. Among others, these include: Multi-Sectoral Dialogue (MSD); Participatory Strategic Organization Assessment Workshop; Participatory Visioning and Strategic Planning; Criteria Formulation of Project Prioritization; Process Documentation; Team Building (Do-WIT); Technology of Participation; and Private Sector’s Forum. As a result of the interventions, personnel performance and organizational effectiveness were enhanced as well as the participation of the private sector in local governance became more meaningful.
